Westgate Town Centre Masterplan



Westgate Town Centre is a traditional Town Centre incorporating a diverse, compact and integrated range of mutually compatible activities and facilities.  

The design and layout provides a network of public streets ensuring users are provided with a choice of routes and connections. This street based retail area with a focus on pedestrian movement.


The landscaping philosophy for the project allows the development to integrate into its surrounding landscape setting with the natural landscape utilised as the focus for recreational/open space and stormwater management.

The tree planting will maintain a high level of visual amenity throughout the Town Centre utilising a combination of deciduous and evergreen species.

A number of public open spaces are located throughout the Town Centre. The Town Park comprises a large green space providing amenity for residents, workers and visitors. The Town Square is a high quality urban open space forming the community heart of the area. Incidental gathering places are incorporated into the street typologies further enhancing the open spaces experience with planting, seating and a palette of street furnishings.

Environmental Considerations

Westgate Town Centre contains a number of Low Impact Design principles including roof water detention tanks, rain gardens and tree pits.

NZRPG has formed a partnership with Auckland Council to develop civic infrastructure and public amenities at Westgate.

The Council’s Commitment

With full commitment from Auckland Council, works will include six hectares of public open space with ponds and pathways, a Town Square and community facilities including a playground and skate park.

The project is “a triumph of collaboration between the council and our development partners and a blueprint for what can be achieved as the region grows and develops under the direction of the Auckland Plan.” - Deputy Mayor Penny Hulse


A new 3500m2 library featuring a unique children’s reading and storytelling ‘cocoon’ space, community rooms, a café and Citizens’ Advice Bureau. The unique architecturally designed library building will have a 'green' roof and a 'green' wall.

Town Square

The town square will feature areas for outdoor dining and an artistic-canopy to provide shade and shelter. The large civic space will be a pedestrian friendly slow speed, shared space zone.

Parks & Recreation

Six hectares of public open space will be available for the community to use.

A high quality and extensive network of parks, walkways and stormwater ponds is being developed and will include a playground, regional skateboard park, walking and cycle paths.

Community Centre

At the heart of Westgate is the community. Auckland Council is building new facilities for the community to meet, share and participate. Watch this space as plans unfold.

Public Art

Public art is a feature of the council’s library and civic square project and the Town Square will feature an artist-designed canopy to provide shade and shelter.

Area Development

Westgate is the heart of the Northwest of Auckland and accordingly has recently been identified in the “Auckland Plan” as one of Auckland’s key metropolitan centres.

Westgate is one of three major urban developments currently underway in the Northwest of Auckland alongside the creation of the Hobsonville Corridor and the development of Hobsonville Point including Yard 37 and The Landing. Together these three projects encompass 400 hectares and represent one of the largest urbanisation projects undertaken in New Zealand.

Auckland Council estimates the first stage of the combined development centred around an exciting new metropolitan centre (Westgate), new schools, community facilities, open spaces, new roads and better transport links will generate 20,000 new jobs and 5000 new homes. The Council is investing $300 million over the next 10 years in what is estimated to be a combined $1 billion investment.

The difference in Westgate compared to any other towns in New Zealand is that it will be entirely purpose built. Thirteen years of planning ensures that all elements from underground to rooftop have been detailed. It is not an expanding town – it is a complete, planned, purpose built town.

Westgate will continue to develop as the hub for retail and commercial activity and as the developing purpose built town is built it will serve a much wider catchment. 

Amongst the shopping there will be the serenity and activity of surrounding parks, ponds and recreational facilities. 

Westgate will be a complete destination to shop, work and play, offering a vibrant new focus for residents, retailers, shoppers and visitors to the Northwest of Auckland. These community amenities, shopping, business and recreational facilities together will provide the perfect balance for locals and visitors.
